Applying ECVET and ECTS to certify competences and skills in maritime port sector

VET.PORT. aims to favour the recognizing of skills for professionals in the port sector among the countries partners – Italy, Spain, Ireland, The Nederland – in order to enhance the mobility of workers among European ports. It has been promoted by the Livorno Port Authority as leader, has been approved by ISFOL, the Erasmus plus Italian National Agency, within the Key Action 2 – Strategic partnerships in the field of education, training and youth, as project to enhance the European Credit System for Vocational Education and Training (ECVET).
VET. PORT. promotes a research phase in order to analyze, breaks down into units of learning and, following the ECVET criteria, shares with partner countries three professionals of the maritime port sector belonging to three different levels: terminal manager, planning supervisor, driver of articulated vehicles.
These professionals are reduced to common minimum standards in the four countries partners, the partners sign an agreement on the procedures of learning ECVET, and test the three professional paths through the mobility of 50 workers belonging to the profiles (in detail: 8 managers, 17 supervisors and 25 drivers) in the four countries. The paths are enhanced and theorized in the protocols as ECVET recognized paths, they are adopted by the competent authorities in order to favour the exchanges and mobility for workers among ports of the different countries. A policy paper will contribute to the adoption of the tested practices in other European regions/countries. The final results is the implementation of “Catalogue of professional skills in the maritime sector according to the ECVET certification” including a qualifications plan and the related ECVET and ECTS credits shared among the countries partners.
Communication and dissemination activities are carried out during all the project life-cycle, based on permanent information to the different target groups (workers, stakeholders, policy makers, wide public). The management and coordination include the establish the Technical Board and the Quality Assessment Board for the outcomes evaluation, the meeting implementation (on average 1 every 4 months), the multiplier event participation, monitoring and evaluation, administrative and financial management.
